Step 1. Trace Templates A-E (Download Template Diagrams) on paper side of paper-backed fusible web. Cut apart, leaving small margin beyond drawn lines. Following manufacturer's instructions, fuse to wrong side of appropriate fabrics; cut apart on drawn lines.
Step 2.
Finger-press light blue mottle 8 1/2" x 10 1/2" rectangle and 8 1/2" square in half on both length and width; use folds as placement guide. Referring to Diagrams I-A and I-B and photo, position template fabrics in alphabetical order. Following manufacturer's instructions, fuse in place. Using thread to match appliqué fabric, machine or hand buttonhole stitch edges (see Diagram II). Embroider starfish detail using machine or hand satin stitch (Diagram III) with matching thread.

Step 3. Add Chenille By The Inch™ following manufacturer's instructions (see Using Chenille By The Inch™above) to complete Fish Block (make 12 total) and Star Block (make 4).
Step 4. Referring to Diagram IV-A, stitch assorted blue print 2 7/8" half-square triangle to assorted green print 2 7/8" half-square triangle. Make 2 sets of 12 matching pieced squares. Sew 4 matching pieced squares together, as shown in Diagram IV-B, to make Pinwheel Block. Make 6 total.

Step 5. Make pieced strips for border in the following manner (see Diagram V-A). Note: Use 2 1/2" x 4 1/2" rectangles (bright blue mottle, 2 assorted blues, green-on-green, and 2 assorted greens). Beginning and ending with bright blue mottle rectangle, alternately stitch together blue and green rectangles. Make 2 strips of 22 rectangles each for sides. Make 2 strips of 19 rectangles each for top/bottom. Referring to Diagram V-B, stitch bright blue mottle 2 1/2" x 46 " strips to 22-rectangle strip; trim strips even with ends of rectangle strip. Make 2. Stitch bright blue mottle 2 1/2" x WOF strips to 19-rectangle strip; trim strip ends even. Make 2.
